Position Description

PURPOSE:
Under the general direction of the Associate Vice President of Finance, the Director of Budget and Planning is responsible for directing and overseeing the University budget process. Duties include: administering budget planning and development, preparing revenue projections, allocating division budgets; administering funds appropriated to the University; overseeing budgets of all other University funds including enterprise services (including Parking, and Extended Education), promoting fiscal and administrative integrity that encourages meaningful relationships with both internal and external constituencies; developing and recommending budget policies and procedures, providing direction to divisional campus fiscal officers on applicable budget/fiscal policies and procedures; overseeing position control; management/monitoring University Central Funds and Reserves; serving as staff to the Strategic Budget Committee, and participating on other University committees; and serving as the
campus liaison with the Office of the Chancellor and the State Controller for budget matters.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
Budget Planning and Development
* oversees budget planning, development and administration of funds appropriated to the University;
* prepares and coordinates annual budgets and projections of tuition fees and other revenues;
* monitors and interprets the CSU budget information to include legislative activities that may affect the budget, and prepares projections on impact;
* leads the process for the formulation of the initial operating budget, appropriation requests and allocation or reduction of funds;
* allocates divisional and centrally monitored base and one-time budgets;
* provides budget oversight of all other university funds including enterprise services i.e., parking, extended education etc.;
* assists in the development and implementation of budgetary strategies designed to enhance the efficiency and effectiveness of the financial and budgetary operations of the University;
* provides comprehensive and timely budget, resource and policy analyses for decision making purposes;
* ensures timely responses to inquiries and requests as needed.
Budget Operations
* responsible for the overall university budget operations;
* Responsible for supervising budget staff, including hiring and training personnel, setting and monitoring goals, preparing written performance evaluations, and assisting staff in development plans.
* process monthly Labor Cost Distribution data;
* participate in the implementation of software upgrades by providing testing or troubleshooting in both the finance and human resource systems;
* work with University Personnel to verify positions, funding, range, step, and class code;
* review, approve and oversee processing of budget transfers;
* serve in a lead role representing budget operations for the legal closing process;
* ensure needed information is provided and processed in a timely manner within due dates;
* process approved funding changes;
* ensure fiscal and administrative integrity that promotes meaningful relationships with both internal and external constituencies;
* evaluate and recommend changes to existing budget policy and procedures relating to resource management and budget;
* oversee the processing of documents and reports required by the Chancellor's Office and State Control agencies pertaining to all aspects of budget preparation and administration including FIRMS budget submission, Fee Reporting, Period 07 Adjustments, Excess Carry-forward Reporting, CPOs, AOs, etc.;
* responsible for managing and monitoring the campus' centrally monitored funds and accounts including employee benefits, utilities, risk management insurance, and other;
* facilitating internal audit processes, as appropriate, ensuring compliance with all checks, balances and internal controls by establishing and developing consistent processes to ensure adherence to financial metrics.
Budget Reporting and Presentation Preparation
* responsible for the formulation, presentation, and reporting of the campus budget and expenditures;
* provides regular reports of budget and expenditures for various analyses at various levels of details;
* conceptualizes strategies for presentation of budget data;
* review expense and income data for current and projected year-end budget status to include preparing financial feasibility analyses and forecasts, and preparing budget reconciliations;
* formulates and produces current and historical studies to support financial assessments and recommendations;
* performs financial analyses of budget data for purposes of planning and review to ensure responsible and appropriate fiscal management of the university's resources, assurance of compliance with federal, state, and university statutes and policies;
* and examines for completeness, accuracy and conformance on the proper use of chartfields, to resolve problems;
* responsible for internal and external budget reporting:
* serve as budget liaison with the Office of the Chancellor and Federal and State government agencies, including the State Controller's Office;
* provides certification of the consistency and integrity of all institutional budget data released;
Training/information and providing leadership and direction to campus users
* responsible for responding to inquiries, providing training on budget processes and reports, and holding information sessions as needed ;
* establishes budget standards and conducts periodic reviews of budget entries to ensure accuracy, quality and adherence to the policies, procedures and regulations;
* review and interpret correspondence from the Chancellor's Office on matters such as fiscal policies, budget coding, program changes and budget authorizations
* serves on committees, such as Student Fee Advisory Committee (SFAC), Strategic Budget Committee (SBC), etc.
Other Functions:
Performs other duties as assigned by the Vice President or Associate Vice President.
Knowledge, Skills and Abilities
Thorough knowledge of: principles and practices of budgeting and accounting, including the ability to utilize appropriate accounting software; ability to learn the principles and practices of public finance and capital budgeting; knowledge of financial structures and procedures; knowledge of business plan preparation, knowledge of the purpose, functions, and fiscal organization of the campus; general knowledge of principles of organization and management; working knowledge of research of techniques and of statistical principles and procedures. Skill in collecting, analyzing, and synthesizing data and information from diverse sources, resulting in the creation of clear and comprehensive financial information; skill in analyzing and reviewing the budgets and financial practices of the campus. Knowledge of accounting/budgeting software. Demonstrated ability to address the essential functions associated with this position including the knowledge and abilities identified
above.
Ability to: Analyze situations accurately and to develop an effective course of action; ability to interpret and evaluate existing policies and procedures and recommend and implement necessary changes; ability to identify and implement long-range plans. Ability to communicate clearly and effectively; both orally and in writing; ability to establish and maintain positive interpersonal contacts with internal and external individuals and groups; ability to gain the cooperation of and cooperate with others; ability to supervise the work of others.
Minimum Qualifications
